Nine new houses for Carlton? (05-12-25)

A planning application (25/01127/FUL )with the heading Change of use to community open space has been submitted to Hinckley & Bosworth Borough Council (HBBC). This is a Permission in Principle application to build nine new dwellings of unspecified size and type on land outside the settlement boundary on the western side of Barton Road. The site plan shows the proposed development site, with the proposed community open space behind it.

The Planning Statement explains the proposal, which is limited to location, land use and amount of development. It also makes it clear (i) that pre-application advice from HBBC was that the site was not suitable for development, and (ii) that the application has been submitted because HBBC cannot demonstrate that it has five years supply of building land.

Permission in Principle is a new route to planning consent introduced in 2018. There are two stages – the first or permission in principle stage establishes whether a site is suitable for development. The second or technical details consent stage is when the detailed development proposals are assessed.

This planning application will be considered at an extraordinary meeting of Carlton Parish Council to be held in Saint Andrews Community Hub at 7.30pm on Wednesday 17th December. The applicants agent and HBBC Planning Department have been invited to send representatives to this meeting, and there will be an opportunity for members of the public to speak and ask questions.
